Description
### Use case
The [fix](https://github.com/flutter/flutter/pull/129408) made isn't working anymore most likely due to change in github-bot. The same fix will need to be made to current github-actions bot https://github.com/features/actions so that the closed issues will have `r: timeout` label.
### Proposal
Update the no-response bot workflow to add the `r: timeout` label when it closes an issue.
