Flutter Project in Android Studio Doesnt run

Hello Guys

I have a problem
flutter cannot run on the emulator
I tried to run kotlin project, and it worked

When I run flutter devices or adb devices, the command shows the emulator

When I run flutter run, its show this

When I run the project in the IDE, Android Studio shows this.

Although I ran the Emulator (not the project) and I downloaded ALL SDKS, AND EVERYTHING IS OKAY!
Except NDK!
