Flutter device selection requires manual refresh after IntelliJ cache invalidations

## Steps to Reproduce

1. Open flutter project that uses android emulator in IntelliJ. Ultimate ft. dart + flutter plugins
2. File -> Invalidate Caches -> Invalidate and Restart
3. After indexing try opening android emulator from flutter device selection
4. Emulator is not showing up without manual refresh
