Link to view Dart Problems view should disable filtering

In the run/debug logic the Flutter Plugin now gives a link to open the Dart Problems view.

In the case where the user has previously selected some filter (think scoped to a single file), when the link is clicked, the view is shown and appears empty. Instead of just bringing the Dart Problems view forward, it should also set the filter to either the global setting, or at a minimum a setting that will actually show the errors.
