"Paused in debugger" message not appearing after hot-restart

Description
Note: This is only occurring for non-web apps, for web apps the "Paused in debugger" message is appearing correctly
Steps to repro:
1. set a breakpoint in an app's main method
2. navigate to the Inspector panel
3. click hot-restart to restart the app
4. the Inspector panel is blank (because it can't be loaded while paused) but no banner appears to tell the user that the app is paused
5. Navigate to debugger panel to see that the app is paused
6. Go back to inspector panel, now you see the banner
