Do we have a release ETA for Windows ARM64?

This is just a placeholder issue for supporting ARM64 Windows.

Recently, Ruby Installer for Windows ARM64 was announced and released:

In short, this could make a possibility to initiate motivations to support/create ARM64 Windows version of fluent-package.

So, this could be initiate to create Windows ARM64 version of fluent-package.
This is because Qualcomm and NVIDIA are also releasing/planning to release processors for ARM64 Windows.

Windows Copilot laptops are already shipped with Qualcomm's Snapdragon Elite processors and it means that Windows ARM64 is already spreaded out with ARM64 processors.

Currently, there is no ETA or issues to support ARM64 Windows.
