please disable stalebot

"Stale" Bugs and Feature Requests haven't gone away just because they weren't responded to in 90 days, which for Issues that are open over an extended period of time either leads to spam as seen in #8892, where the requester (rather unsurprisingly) still thinks this is a worthwhile addition, or to the closure of potentially valuable feature requests. Thus I would like to ask to disable this waste of computational resources on this repository.
