Setup health checks and uptime monitoring.
**Requirements:**
- Implement health check endpoint in API (/health)
- Setup Grafana Alerting for uptime monitoring
- Configure Uptime Kuma for external monitoring
- Add synthetic monitoring for critical endpoints
- Setup PagerDuty or Slack notifications for downtime
- Create dashboards for uptime metrics
