[Issue] Seems to not be detected by flatpak goverlay

I'm currently building a flatpak for goverlay. However even though I have `org.freedesktop.Platform.VulkanLayer.vkBasalt` installed, goverlay seems to not detect it.

I'm not sure whether this is an issue related to the flatpak package I'm writing or this so sorry if it's the first one

Reproduce the report with goverlay packaged as a Flatpak and org.freedesktop.Platform.VulkanLayer.vkBasalt installed. Compare the package configuration with the runtime environment and determine whether detection fails in the Flatpak or in goverlay; done means identifying the responsible side and documenting the required change.
