Cannot watch Steam Broadcast streams

Description
When attempting to watch a friend's gameplay (either via the "Watch game" option or after being invited by them), Steam attempts to load the stream and then displays the following error:
> Your web browser does not support the minimum set of features required to watch this broadcast
I think this means that video playback or media codecs are missing? This was tested on Fedora Silverblue 31.
