Description

### OS

Linux Mint 22.3 - Cinnamon 64-bit
6.17.0-23-generic

### How to Reproduce:

1. Make sure you have the package `steam-devices` installed
2. Connect the new Valve controller
3. Open Steam via CLI: `flatpak run com.valvesoftware.Steam`
4. The moment the controller pop-up shows up:

```
sh: line 1: lsb_release: command not found
sh: line 1: lsb_release: command not found
```

4. If I continue, I get the error:

I received the new Valve controller and everything worked as long as you have the `steam-devices` package installed. I can play games and everything and the mouse function works.

However, every time I open Steam, it tries to show me the new controller stuff and try to check for a firmware update.
No matter what I do, it fails, I have tried giving it forbidden access via Flatseal like D-Bus system bus just to see if I can get the firmware update to work but nope.

I haven't tried Steam DEB, that removes the `steam-devices`, and even if I manage to get that to work, I won't be able to know what permission is required to keep using Steam Flatpak instead.

### Solution

It is not official but the update now works within Steam, tested and working on Linux Mint 22.3

Research direction

Reproduce the failure using `flatpak run com.valvesoftware.Steam` with `steam-devices` installed, and begin by checking the reported `lsb_release` error and the Flatpak permissions involved in the controller firmware update. No repository file or test is named; done means the new Valve controller firmware update completes successfully in the Steam Flatpak on Linux Mint.
