Cannot run windows games with proton-ge or valve proton if ipc is disabled

**Problem description**
Can't run any proton games if ipc is banned. Does not apply to proton builds from flatpak, which are without pressure-vessel. All native games run without problems. Some games have black screen, some games don't launch at all. I will attach logs on request
