Description
I upgraded to F43 using [DNF System Plugin](https://docs.fedoraproject.org/en-US/quick-docs/upgrading-fedora-offline/). After my previously installed flatpak will not run with the error:
bwrap: Can't mkdir parents for /home/${user}/.var/app/com.spotify.Client/config/user-dirs.dirs: No such file or directory
(I didn’t track what version of flatpak existed prior to the upgrade, but am now runnning 1.16.1 with Spotify 1.2.63.394.g126b0d89)
The 'config' directory exists and even after reinstalling as both system and user scopes, it will not run.
