Description
When a monitor is scaled below 100%, chrome no longer scales appropriately.
Menu items scale visually, however the interaction with the mouse will not, causing a desync in position visually and where the mouse is interactable.
Maximize window will not work properly, only scaling to what the monitor would have been at 100%, leaving gaps on the right and bottom sides.
