Description

When a monitor is scaled below 100%, chrome no longer scales appropriately.
Menu items scale visually, however the interaction with the mouse will not, causing a desync in position visually and where the mouse is interactable.
Maximize window will not work properly, only scaling to what the monitor would have been at 100%, leaving gaps on the right and bottom sides.

Fedora 44 KDE Plasma
Monitor 1920x1080 scale: 80%

Research direction

Start by reproducing the issue on Fedora 44 with KDE Plasma at 80% scaling on a 1920x1080 monitor. Check both mouse interaction with scaled menu items and window maximization; done means the visual and interactive positions align and maximized windows no longer leave gaps.
