Nvidia vaapi decoding in Chrome is not working.

After updating Chrome to version 147.0.7727.55, Chrome no longer performs hardware-accelerated decoding via VAAPI on my NVIDIA (Flatpak).

Start by reproducing the failure in Chrome 147.0.7727.55 using the NVIDIA Flatpak setup, then inspect the failure reported at media/gpu/vaapi/vaapi_video_decoder.cc:1219. Done means hardware-accelerated VAAPI decoding works again without the frame-pool initialization error.
