Fedora 43 Workstation (Wayland, GNOME) - Flatpak `com.google.Chrome` does not detect any cameras

### Summary

On Fedora 43 Workstation (Wayland, GNOME), the Flatpak `com.google.Chrome` does not detect any cameras. The "Camera" settings page (`chrome://settings/content/camera`) shows no "Default camera" dropdown at all, and Google Meet reports "Camera not found".

At the same time:
- The built-in webcam (Intel IPU6) works in native apps (Cheese, guvcview).
- The webcam also works in Firefox (rpm), using PipeWire + xdg-desktop-portal.
- PipeWire, WirePlumber and xdg-desktop-portal services are all running in the user session.

This looks like a Chrome Flatpak + portal integration issue, not a kernel or libcamera problem.

### Expected behavior

- `chrome://settings/content/camera` shows a "Default camera" dropdown with at least one camera (e.g. "Integrated Camera").
- Google Meet can select and use the webcam, like Firefox and Cheese do.

### Actual behavior

- `chrome://settings/content/camera` shows only the "Sites can ask to use your camera" / "Don't allow" radio buttons, **no camera dropdown at the top**.
- Google Meet shows "Camera not found".
- This happens even though the webcam works fine in:
- `cheese`
- `guvcview`
- Firefox (rpm) with WebRTC sites.

So Chrome Flatpak has `devices=all` and access to the PipeWire socket.

### PipeWire and portal status

In the GNOME session:

Firefox uses the same portal setup and can access the webcam without issues (camera appears in Firefox permissions and in WebRTC tests).

### What I tried

- Ensured PipeWire, WirePlumber and xdg-desktop-portal services are running.
- Removed any Flatpak camera permissions and re-ran Chrome:

flatpak permission-remove devices camera com.google.Chrome
flatpak override --user --device=all com.google.Chrome

- Restarted user services:
systemctl --user restart pipewire wireplumber xdg-desktop-portal xdg-desktop-portal-gnome

- Reinstalled Chrome Flatpak and removed Chrome rpm to avoid conflicts.
- Tested with and without `--enable-features=WebRTCPipeWireCapturer`.

Behavior stays the same: **no camera dropdown in Chrome**, "Camera not found" in Meet, while Firefox and Cheese work.

- Is there any known issue with `com.google.Chrome` Flatpak and camera portal on Fedora 43 / IPU6 hardware?
- Is there any additional permission / env var needed for Chrome Flatpak to see PipeWire cameras?
