Drag-and-drop of files into browser does not work

## Problem
If I try to drag-and-drop files from my system into the browser, it does not work. It will show the file path as text `file://path` but it's not getting fetched.

## Reproduce
- https://new.express.adobe.com/tools/crop-image
- Dragging a file from my desktop into Google Drive appears to work, but errors as "file not found" when you try to upload it.

Maybe this is a permissions thing? Like Chrome can't access the path of the file? I didn't see anything obvious in Flatseal
