Most of the time Transactions not submitting to the block in Sepolia Network

Hello Everyone,
I'm facing the issue that I'm unable to submit transactions to the block every time , are you people facing the same issue?
I even pass the current block + 10 or current block +1
most of the time it does not enter into block , but sometimes it adds.
