[suspend] Display suspension length and remaining time

## Feature Request
Once a user has been banned, moderators should be able to view how many days the user has been banned for. Currently, when someone gets banned, only the person who banned the user knows for how many days.
**Describe the solution you'd like**
When you hover over the badge of a banned person, it could display how many days are left.
**Justify why this feature belongs in Flarum's core, rather than in a third-party extension**
