Add preset "vue-eslint-parser + @typescript-eslint/parser"

The [Vue ESLint parser](https://github.com/vuejs/vue-eslint-parser) can work together with the [TypeScript ESLint parser](https://github.com/typescript-eslint/typescript-eslint/tree/master/packages/parser), see https://eslint.vuejs.org/user-guide/#how-to-use-a-custom-parser

Would it be possible to add a new preset with these two, so ASTExplorer can help improving the Vue + TypeScript compatibility in the respective ESLint plugins?
