## What to build

Wire production to Laravel Cloud Starter (ADR-0008): Object Storage for uploads, Scheduler enabled for Charge levy cron, production PDF driver config, and a documented deploy path. Builder holds Cloud billing until association handoff. Code/config can be prepared in-repo; Cloud dashboard credentials and DNS are human steps.

## Acceptance criteria

- [ ] App is deployable to Laravel Cloud Starter with documented env/secrets
- [ ] Object Storage disk is configured for Announcement/Payment uploads in production
- [ ] Scheduler is on so Charge generation cron runs in Asia/Manila
- [ ] Production PDF uses Cloudflare driver settings expected by the Printed Bill ticket
- [ ] Runbook notes builder-held billing and Super Admin recovery remain intact after handoff
