## What to build

Officers author Announcements as shared drafts, publish and unpublish (unpublish returns to drafts), attach images/PDFs, and pin up to three published items. Every User Account with a live Membership sees one published feed and can search title and body of published Announcements only. No comments, reactions, or targeted audiences.

## Acceptance criteria

- [ ] Officers can create/edit drafts shared among Officers, publish, and unpublish back to drafts
- [ ] Image and PDF attachments upload and display on published items
- [ ] At most three published Announcements can be pinned; pins appear ahead of the feed
- [ ] Members with any live Membership see the single published feed; search covers title and body of published only
- [ ] Users without a live Membership (and without Super Admin/Officer) cannot read the feed
- [ ] Feature tests cover draft/publish/pin/search and authorization
