Ion-Kit debug mode packaging issues

- [ ] cmake package Halide.dll required dependencies in debug mode
- [ ] cmake package Halide headers in debug mode
- [ ] (Maybe?) cmake package .pdb files
- [ ] (Maybe?) add Halide debug to cd/ci pipelines to generate debug mode on the fly.
