Add a hamburger overflow menu to the top right side of profile viewer

Currently we have "legal", "privacy" and "cookies" links on the bottom right side, but it's not really great for a few reasons. It's concealing some information sometimes that falls under it and we don't have to see them all the time. Instead it would be great to add a hamburger or falafel overflow menu to the top right side that includes all these there. We have a menu icon on photon icons that we can use: https://design.firefox.com/icons/viewer/#menu
We'll also have a "Full View" button that we use to switch back to full view from active tab view. It would be great to add this button to that menu as well.
