I can't receive notifications when Chrome completely closed (even if running background)

Hi,
I've a simple notification application to send webpush notifications. Before August'19 I could received notifications whilst my Chrome not actively running (_Continue running background apps when Google Chrome is closed is enabled_)
However, after an update (maybe Chrome, maybe Windows 10), I can't received notifications whilst my Chrome not actively running and also I can't see Chrome icon on my system tray, even if Continue running background apps when Google Chrome is closed is enabled.

I'm using Firebase Js SDK v6.1 in my application. Today I upgraded to v7.14.5, but nothing changed. I can't still received notifications whilst my Chrome not actively running.

My application is business-critical and need to display notifications without browser.

Is there anyone inspect this issue?
