[
Firebase emulator pubsub not behaving as expected.
max_instances and concurrency not working.
First messages not passing and triggering the configured functions, the subsequent ones do.
Functions breaking randomly with ECONRESET without any descriptions.

The example has been dockerised, using the andreysenov/firebase-tools:latest node image to run firebase emulator
Emulator is latest version 14.11.1
Functions are python3.12
its platform agnostic, same bug reproducible on every platform
