Emulator fails to load functions with nested `TernalyExpression` for a runWith parameter

1. Create a firebase project with functions enabled by `firebase init`
2. Replace `functions/index.js` with the test case above
3. Run `firebase emulators:start --project demo-xxx`

The function `f` is loaded successfully.

Emulator fails to load the function.
