Description
### Description
We found that GoogleDataTransport will initiate network status monitoring when the app enters the foreground, which will trigger the system permission pop-up window. This conflicts with the demand of our app. Could you add a control switch so that the app can actively turn on this function

Research direction
Start by locating the GoogleDataTransport code path that begins network status monitoring when the app enters the foreground. Determine where an app-controlled switch would be exposed and verify the permission prompt behavior with Firebase Functions; done means the app can opt in to monitoring without automatic foreground activation.
