Epic: Deliver CLI-managed Morphir Desktop

## Goal

Deliver a CLI-managed Morphir Desktop in increments that people can run and evaluate before production distribution is complete.

The final experience remains: a user with `morphir-cli` can acquire, launch, update, repair, and troubleshoot Morphir Desktop through one Morphir Home. This issue tracks the release-level steel threads that lead there.

## Foundations already merged

- #746 added authenticated Desktop acquisition foundations and diagnostics.
- #753 added manual bounded cache maintenance.
- [finos/morphir-rust#116](https://github.com/finos/morphir-rust/pull/116) added verified tool acquisition, rollback, offline activation, and repair.
- [finos/morphir-ui#17](https://github.com/finos/morphir-ui/pull/17) added unsigned developer packaging, production release automation, local Desktop logging, and crash capture.
