- FINOS **Project leads** are responsible for observing the FINOS guidelines for [running project meetings](https://community.finos.org/docs/governance/meeting-procedures/). Project maintainers can find additional resources in the [FINOS Maintainers Cheatsheet](https://community.finos.org/docs/finos-maintainers-cheatsheet).
- **All participants** in FINOS project meetings are subject to the [LF Antitrust Policy](https://www.linuxfoundation.org/antitrust-policy/), the [FINOS Community Code of Conduct](https://community.finos.org/docs/governance/code-of-conduct) and all other [FINOS policies](https://community.finos.org/docs/governance/#policies).
- FINOS meetings involve participation by industry competitors, and it is the intention of FINOS and the Linux Foundation to conduct all of its activities in accordance with applicable antitrust and competition laws. It is therefore extremely important that attendees adhere to meeting agendas, and be aware of, and not participate in, any activities that are prohibited under applicable US state, federal or foreign antitrust and competition laws. Please contact legal@finos.org with any questions.
- FINOS project meetings may be recorded for use solely by the FINOS team for administration purposes. In very limited instances, and with explicit approval, recordings may be made more widely available.
## Agenda
- [x] Convene, roll call, welcome new people (5mins)
- [x] Display [FINOS Antitrust Policy summary slide](https://community.finos.org/Compliance-Slides/Antitrust-Compliance-Slide.pdf)
- [x] Review Meeting Notices (see above)
- [x] Approve previous meeting minutes - https://github.com/finos/morphir/issues?q=is%3Aissue+is%3Aclosed+label%3Ameeting
- [x] Discuss what to present on NY OSFF
- [ ] Finalize the Morphir Substrate naming question - https://github.com/finos/morphir/discussions/691
- [ ] Discuss code generation status report - https://github.com/finos/morphir/discussions/755
- [ ] _Add Items Here_
- [ ] AOB, Q&A & Adjourn (5mins)
## Decisions Made
- [x] OSFF NY Workshop demo will center on intent-driven development via a CLI + skills-based approach (not a chat interface), showing spec verification, synthetic test generation, and deterministic code generation
- [x] Morphir will be positioned as complementary to spec-driven development (SDD) - providing determinism and lower token cost - rather than as a competing SDD tool
- [x] Effort over the next couple of months will focus on wiring together existing functionality (CLI, skills, Substrate) for the workshop rather than building new features
## Action Items
- [ ] Attila: document the high-level workflow and benefits for the OSFF NY workshop, focusing on the gaps, then detail how Substrate fits into it
- [ ] Attila: update the Morphir repo README to document the monorepo setup, including how to build and navigate the ecosystem
- [ ] Attila: pull the Substrate spec (IRV4) out of the current experimental PR into a separate, focused PR
- [ ] Attila: fix the link in the meeting minutes template for approving the previous meeting minutes (opens closed meetings currently)
- [ ] Damian: check with his manager about funding and availability to attend the OSFF workshop (4-5 Nov); possible Afrotech scheduling conflict
- [ ] Damian: integrate and converge efforts with the Substrate work - spec and foundational alignment
- [ ] Damian: land the Rust CLI, MEP, and X-ray visualization tool work, and document how to run it locally
- [ ] Damian: start adding Python support to the CLI tooling
- [ ] Damian: package the Morphir evaluator as a Wasm component
- [ ] Attila or Damian: send the proposed workshop details to OSFF once documentation is ready

Research direction
This issue is a meeting record with multiple action items rather than a scoped implementation task. Start with the linked discussions #691 and #755, then review the repository README and the meeting-minutes template referenced in the action items. Done would require selecting and completing one clearly scoped follow-up, with its documentation or implementation updated and locally verifiable.
