Evolution at Scale - Delivery Workflow Analysis and Exploration

### Background

This issue has been opened as a deep dive tangeant from the ongoing discussion that began in #241. The purpose of this topic is to help members of the E@S WG analyze, explore and document the new delivery workflow that we encounter in the face of @ Scale solutions. The workflow has some similarities to the standard development delivery workflow but also some very large differences due to the @ Scale attribute. Participants can use this issue to submit child issues for ideas to drill down in specific areas and discuss them.
