Release Cloud Abstraction Layer as Go Modules, Add Integration Testing

## Feature Request

### Description of Problem:

- We want the cloud abstraction layer to be available "downstream" in CCC to an LLM for generating test cases automatically based on CCC controls.
- We need to make sure this is well tested, so we should have an environment available where each function can be individually tested
- We should publish the entire layer as a module every time it changes.
