Replace NWM bot account with FINOS account for automated release of Backplane

### Use Case
To streamline version management, ensure consistent versioning and automated release process benefiting development teams and maintaining clear release notes.

[semantic-release](https://github.com/semantic-release/semantic-release) automates the whole package release workflow including: determining the next version number, generating the release notes, and publishing the package.

This removes the immediate connection between human emotions and version numbers, strictly following the [Semantic Versioning](http://semver.org/) specification and communicating the impact of changes to consumers.

Backplane uses semantic release for release automation. The bot account used in automation process is NatWest account.

### Workflow Description
Backplane is a project under FINOS. Currently its automated release account is owned by NatWest. Proposal is to replace this account with FINOS account.

Start with the Backplane semantic-release setup and automated release workflow; identify where the NatWest account is configured. Confirm the FINOS account details with project maintainers, then update that account reference. Done means automated releases use the FINOS account and continue to produce release notes and versions as expected.
