[REQUEST] Implement rating molecule

## Suggestion/Concern

This issue is to build a MUI Rating-based molecule that could then be built into organisms or templates. Such a component would have to observe all of the accessibility rules as they relate to foreground and background color contrasts as well as text and background color contrasts, etc. Accessibility notes related to this component can be found here: https://mui.com/material-ui/react-rating/#accessibility

## Proposed Solution

Start with the MUI Rating accessibility documentation and the project's guide for extending atomic components. Then inspect the existing atomic-component extension path and determine how the Rating molecule should fit into the design system. Done means a reusable Rating-based molecule that follows the documented accessibility requirements and can be composed into organisms or templates.
