Nomination of Russell Rutledge as co-maintainer of FINOS InnerSource SIG

### Description of Problem:

Following the relaunch of the FINOS InnerSource SIG in June, we have successfully recruited new members and re-established momentum within the community. As participation continues to grow, we would like to expand the maintainer team to help share responsibilities and support the long-term sustainability of the SIG.

We would like to nominate Russell Rutledge (@rrrutledge) from InnerSource Commons to become a co-maintainer of the InnerSource SIG alongside the current maintainers.

Russell has been instrumental in the successful relaunch of the SIG, contributing significantly to both the launch activities and member recruitment efforts. His active involvement, commitment to growing the community, and ongoing support for the SIG make him a strong candidate for the co-maintainer role.

This issue is open for registering votes from the current maintainers (myself and Chamindra de Silva @chamindra) regarding the addition of Russell as a co-maintainer of the InnerSource SIG.

No files, tests, or implementation entry points are named; read the nomination details and the current maintainers' votes first. Done is a maintainer decision on whether Russell Rutledge becomes a co-maintainer, rather than a code change.
