Identify Types of InnerSource project

### Description of Problem:
Not all InnerSource projects are alike. Similar to GPL vs permissive license based on the nature, criticality and sensitivity of a project the "inner source" governance of the project can differ. We would like to identify the common types of inner source project and give them a name

### Potential Solutions:
come up with a MD doc as a collaborative exercise on the types of projects and get consensus in the SIG and InnerSource Commons on this
