Feature: Add group policy to disable the settings button

### What's the Problem?

I would like to use files for my server account that is restricted and as it can be used now I would like stopping users accessing the settings.

### Requirements
- Add one called `Settings button` not configured/enabled will show it, disabled will hide it.
- Add one called `Import settings file on open`, not configured/disabled/invalid zip won't do anything. Enabled with valid zip will import when Files opens.
