### Description

It has twice opened as the first tab and switch the order of my other tabs, Seem there no delay for opening the notes anymore

### Steps To Reproduce

1. Enable `Files settings > General > Startup settings > Continue where you left off`
2. Open at least 3 tabs
3. Update Files
4. Release note are first and usually one of the tab switched places
