Bug: Release notes tab changes the `Continue where you left off` tab order

### Description

It has twice opened as the first tab and switch the order of my other tabs, Seem there no delay for opening the notes anymore

### Steps To Reproduce

1. Enable `Files settings > General > Startup settings > Continue where you left off`
2. Open at least 3 tabs
3. Update Files
4. Release note are first and usually one of the tab switched places

Start by reproducing the issue with Continue where you left off enabled, three or more tabs open, and an update that opens the release notes. Trace the startup tab-restoration and release-notes tab-opening flow; done means release notes no longer moves to the first position or changes the order of restored tabs.
