Bug: Saved Searches created by Phone Link doesn't work

### Description

When I open a Saved Search created by Phone Link for the phone, it displays `NotAFolder` as the result.

This was possibly fixed by #14302 in an older version, but on the latest preview, I still can't open a Saved Search.

1. Open a Saved Search on Files Preview.

Reproduce the issue by opening a Saved Search created by Phone Link in Files Preview, then inspect the attached debug.log while tracing the saved-search opening path. Done means the saved search opens its results normally instead of displaying `NotAFolder`; compare the behavior with the earlier fix referenced in #14302.
