### Description
When I change the properties of files that require administrator permission to access, some of the changes do not take effect.However, the same changes can be made normally in Windows' built-in File Explorer.
### Steps To Reproduce
1.Oopen a file that requires administrator permission to access (such as C:\ProgramData\Microsoft\Windows\StartMenu\Programs\Steam\Steam.lnk)
2.Right-click and select Properties
3.Change settings like "Shortcut → Run as administrator" and click Save, the changes do not take effect.
