Bug: problem with shortcuts created from the folder accessed by shell:appsfolder in Run, they don't open

shortcuts created from the folder accessed by shell:appsfolder in Run, they don't open, no matter how many times I click, but in the preview version they do open

### Steps To Reproduce

Just create a shortcut from the place I mentioned above and try opening it through Files

### Files Version

4.2.9.0

### Windows Version

10.0.26200.9168

Reproduce the issue by creating a shortcut from the shell:appsfolder location in Windows Run and opening it through Files. Review the attached debug.log while comparing this behavior with the preview version. Done means shortcuts created there open successfully in Files on the reported Windows version.
