Feature: Update Access Denied empty visual to match other empty visuals in Files

This was added to the app without me knowing, I would have suggested we treat this like our other empty visuals we have begun adding to the app.

Something in line with what we do for the Drop Tray/Drop Zone feature in development, and what we should also do for empty search results, etc.

I have created visuals that are in the Figma, if you wish to export them as PNGs to use. As with the other visuals they are in 3 sizes depending on the available space in the pane.

Start at the Files Access Denied empty view and compare it with the existing Drop Tray and Drop Zone empty visuals. Review the linked Figma designs and determine how the three available sizes are selected for different pane spaces. Done means the Access Denied state matches the proposed visuals across those sizes.
