Bug: Open with on archives opens it in Files rather then the dialog

### Description

With no associations click open with is opening the archive rather then the open with dialog.

### Steps To Reproduce

1. Remove all associated programs with archives (a VM/Windows sandbox would be easiest to set this up)
2. Right click archive > Open with
3. See archive is open in Files (Same as double clicking)
