Bug: tags wont sort in correct order

### Description

i made tags in order to sort my files in a custom order, but for some reason when i sort by tag the tags are in a completely random order. when i use group by tags its in the correct order, but not when i use sort by tags. nothing changes at all when i reorder them in the tag menu.

### Steps To Reproduce

1. make a folder with multiple files with tags
2. sort files by tag
3. tags will not be in the correct order
