Bug: Touch scrolling doesn't work in PDF Preview Pane on Surface devices

### Description

Touch scrolling does not work in the PDF Preview Pane.

Finger touch scrolling does not work.
Scrolling with Surface Pen and mouse wheel works correctly.

Additional information
- Windows File Explorer Preview Pane scrolls normally with finger touch.
- Issue only occurs in Files.
- PDF files only.

### Steps To Reproduce

Steps to reproduce
1. Open Files
2. Enable Preview Pane
3. Select a PDF file
4. Try to scroll the PDF using finger touch
