Bug: Files doesn't open in the active virtual desktop if first launched in another desktop

### Description

If files is launched in say, Desktop 1. After some usage and close this window. Now on Desktop 2 and press CTRL+E shortcut to open Files.
- result: Switches back to desktop 1 with files window opening there instead of currently active desktop

**Note:** Unable to Repro issue every time. Bug report created for tracking.

### Steps To Reproduce

- Start files manually in a virtual desktop, say desktop 1.
- run it for a while
- close the window.
- now switch to another desktop, say desktop 2
- now open files with shortcut
- opens in desktop1 even when the desktop was not active
- indicated by jump to desk 1 with files window opening.
