Bug: Shortcuts to SMB show up only after multiple refreshes

### Description

When navigating to certain folders (they are synchronized, local OneDrive folders) that contain shortcuts that point to files on a SMB network share, the shortcuts do not display. After I refresh, 2 or 3 of the shortcuts will appear. After yet another refresh, all 5 of the shortcuts will finally appear. Sometimes, shortcuts that appeared previously will disappear upon refresh.

This appears to be a sporadic issue, happening most of the time, but not all the time. Sometimes they all come back with one refresh. Rarely, no refreshes are necessary. Also rarely, they will not all show up after two refreshes, but it requires multiple refreshes.

### Steps To Reproduce

1. Open a local OneDrive folder that contains multiple shortcuts that point to files on an SMB share.
2. Refresh until all shortcuts appear.

Reproduce the issue in a local OneDrive folder containing multiple shortcuts to files on an SMB share, then inspect the linked debug.log while refreshing. Done means all shortcuts appear reliably without multiple refreshes and previously visible shortcuts do not disappear.
