Feature: Scroll horizontally if vertical scrolling isn't available

### What feature or improvement do you think would benefit Files?

I'm not sure if this is the right name of it, the pane to the right oposite to the navigation pane.

In File Explorer it scrolls up/down in the navigation pane but left/right in the pane to the right.

### Requirements

- This proposal will accomplish better folder/file management.
