### Description
If having a dual pane tab, with Home and any other folder open, clicking between tabs will show/hide the toolbar, which makes it hard and annoying to point and directly right-click a specific file in the inactive pane list when the Home pane is in focus, as the whole UI offsets when the toolbar shows/hides.
### Steps To Reproduce
1. Open a tab
2. Create a dual-pane tab
3. Open the Home page on one tab and any other path in the other.
4. Click between the tab contents left-right-left-right
Notice how the toolbar appears-disappears-appears-disappears
This creates a werid and annoying effect that offsets the content area, making it hard to directly right-click on a specific file in the inactive pane, if the focused pane is the Home pane.
