Description
### Description
- When creating a new Library folder, all Properties are NOT saved until Files App is restarted.
- When Files App is restarted, returning to the new Library folder > Properties, its location is automatically set to Documents (which is why it appears as Documents when pinned to Sidebar before the restart).
- You will have to ADD a new location, set it to Default, THEN you can delete the Documents location.
**NOTE:** Pinned items are treated as standard folders that cannot be edited with different Properties compared to Library folders.
- Remove the old pinned item (if pinned), then Pin to Sidebar again to apply the new Library changes.
### Additional Bug
- It cannot be shown, but `Right-Click > Properties` folders will many times result in the Properties window being behind the main window. Sometimes the window refuses to be in focus and automatically force itself in the background.


### Steps To Reproduce
1. Right-Click `Libraries` on the Sidebar, select `+ Create new library`.
2. Right-Click new Library folder > Properties > Library tab (left panel) > assign it a location > Save.
3. Return to its Properties > check Library tab, observe location NOT saved.
4. Right-Click Library folder > Pin to Sidebar > observe item as Documents.
5. Right-Click that duplicate pinned Documents > Properties > observe options are different.
6. Restart Files App > return to Libraries.
7. Right-Click new Library folder > Properties > Library tab > observe auto-assigned location to Documents.
8. Add new location > set new location to Default > delete Documents location > Save.
_Return to Properties to confirm the changes have been saved._
9. Delete old pinned duplicate Documents item on Sidebar > Pin the updated Library folder to Sidebar again.
10. Right-Click the new pinned item > Properties > observe options are different.
_Editing the Properties from the pinned item will NOT save, no matter what_
